With reference to my telegram of
the 26th ultimo, which was sent at the request of Mr. A.
P. Guterres, I have the honour to transmit the accompanying
Petition addressed to Your Lordship by that gentleman on
the subject of his suspension from office, reported in Mr.
May's Confidential Despatch of the 23rd January.

I also enclose a copy of remarks

on the Petition by Mr. May who presided at the trial of
Mr. Guterres before the Executive Council and heard all the
witnesses that appeared for and against the accused. These
remarks will be of more use to Your Lordship in coming to
a decision on the Petition than any I could make without
rehearing the whole case.
